Library sales. Most of them were probably sold to librarians, who promptly destroyed them all by gluing card pockets in the back, gluing the dustjacket to cover, and making sure copious amounts of ink were deposited all over the insides of the book via stamps, pens, and anything else that would make a permanent mark.
There are probably a couple of Vance titles where this happened. Some of them have specific library editions, others that a library would consider "representative" of Jack's work, like short story collections, don't.
