I read the same speculation, but don't buy it for two reasons. One is that it makes no sense in the context of the story. The reference is from Rhialto, of course, and the stones were the most coveted items among the excedingly covetous group of sorcerors.

The second is that it is spelled (always capitals) as IOUN and not I.O.U.N. Odd though. One would think they were an abbreviation for something.
