Considering Gilliam's massive involvement with the Monty Python team it's unsurprising that his films have this English (rather than British) quality to them - at least those made before Fisher King, anyway. These would include Baron Munchausen, Brazil, and Time Bandits, all produced (I think) by George Harrison's Handmade company.

Another director who would be good would be the bloke (who's name infuriantingly escapes me at the moment) who directed Edward Scissorhands and Batman. His noirish weirdness could put an unusual spin on a Vancian novel. Julian Temple, perhaps? - I know he's directed most of The Cure's videos over the past decade.
