The best way is to send it to Tor Books (the address is on their website.) They insist that they will forward any mail to their authors.
He used to reply to letters (and since his blindness his wife Norma has transcribed them), but he generally doesn't anymore. I sent him a printout of the wonderful comments in the guestbook here, and a friend has mentioned that he did receive it, and did appreciate it, but did not have the time to reply.

Night Lamp was issued last year. It is scifi set in the Gaean Reach, but is stand-alone. He has Ports of Call coming out this month, and it is also scifi, and the first of at least two books (the second, Lurulu, is noted on the main page.) They are both excellent, in my opinion.
