On the TOR website it says that they will be happy to forward any mail to their authors. Address it to Jack Vance c/o Tor Books, 175 Fifth Avenue, New York NY 10010.
I *do* have Vance's address, and mailed him a printout of the guestbook. I've been told that he and his wife received it, but that they were too busy to respond.
