OK, Cliff, you're right, it's a tautology. It's been a long day for me. I just wanted to stress that no one system of government can be relied on (though some are far better than others), and that in the end our actions must be determined by ethics, and not by (e.g.) pure power relations, or by custom, or sytems, or things like greed, superiority complexes etc.
