I'm not sure that I can fully agree with you. I think that Cugel appears to come over nicer because he is the protagonist and, to a certain extent, has been placed in life or death situations by others.
However, at the end of the day he is a far more ruthless character than Namour.
Why?
Well, Namour's reasons for his actions are never satisfactorily explained, other than vague suggestions of personal power and Namour himself doesn't really give his answers with any convition. I think Namour is described as bored and uninterested in the denoument to Throy. On several occasions the implication is that Namour does what he does to keep Spanchetta and Simonetta happy.
Cugel, however, is motivated by pure spite. On being caught thieving and punished, he uses people at will to gain his 'just revenge.' The "admiration" comes from the undoubted skill he has in people manipulation and the methods he uses to achieve his ends.
From what we know of the characters, my conclusion is that Namour would never have made his way back from Shanglestone Strand (?) once, never mind twice. Cugel, however, would have destroyed Araminta Station and subjugated the yips for his personal slaves if the opportunity, and need, arose.
