This would depend on how narrowly we apply the term BEST.
(There may be little merit in so doing.) But I, myself do not hesitate in conferring that honor upon our own Jack Vance, America's incomparable prose stylist.
Few writers are capable of elevating me by means of the printed page: Vance is unique to English letters, and there's and end to it.
