I think most of Vance books have this disturbing overtone; more "elitist" than "racist" (although often both.) His works often revolve around a social class structure, and since he and his characters tend to view such structures dispassionately, it may seem that he endorses or tolerates them. I suspect this is why he is often viewed as "Libertarian"; he and his characters do not make overt value judgements, or even purposefully get involved in righting wrongs.
