_Almost_ anyone was free to live out their normal life...
but relicts (clones not in secluded empathy with an Amaranth)
were automatically enrolled in the Fair Play scheme at the
bottom (Brood). The Amaranth Society _could_ have chosen to
treat the clones brought out of seclusion by Waylock's
terrorism as relicts, but caused a revolution by treating them
as Amaranth instead.
Another point, which ties into more recent work by Vance...
social standing correlated quite strongly with Fair Play status
(with the Amaranth at the peak). Glarks, having no status,
had little social standing.
